Central Africa
Conflict Management Skills and Sustainable Development: Testing a
New Model in Central Africa
Conflict Management Group (CMG) is developing a
model program in Burundi and Rwanda designed to strengthen the conflict
management skills of civil society actors and prepare them to actively
participate in the post-conflict reconstruction of their societies. The
program will address a need that has been identified by development
professionals - the necessity for linking conflict management efforts to
development activities. The program will empower people with the skills
needed to work collaboratively to address some of the key causes of the
conflict, namely social and economic inequities. The program has been
designed in close collaboration with Burundian NGO representatives and
Rwandan community members, and will be implemented in partnership with the
Canadian development NGO, the Centre Canadien des Etudes et de Cooperation
Internationale (CECI), which has a significant presence in Central Africa.
The initial target audience would include members from Women's and Human
Rights Associations, Youth Organizations and Ecumenical
Organizations.
FISCAL YEAR 2000
Burundi
CMG plans to
support the Canadian Centre for International Studies and Cooperation
(CECI) in implementing a conflict resolution training program in
Burundi. The Program for the Prevention of Conflict in Burundi (PREVCONB)
seeks to strengthen local capacity in conflict management by training
local civil society and state actors in interest-based negotiation and
problem solving techniques, by training local trainers, and by
producing pedagogical tools. In addition, the partnership will provide technical
and financial assistance to local initiatives designed to use the
negotiation and problem-solving skills in development activities that address
potential conflict situations. This program builds on a two-year
relationship with CECI-Burundi and expands upon capacity-building efforts
that begun in 1998.
Central Africa
CMG intends to
establish a long-term conflict resolution program in Central Africa to
help local NGOs and community actors gain problem-solving and conflict
management skills. In order to inform this program, CMG plans to conduct
field research in Rwanda to identify the skill level and needs of the
local communities. In collaboration with a senior research fellow from
Boston University, CMG will investigate the types of skills and tools
these communities currently use, as well as the types they would
potentially find useful, and develop materials suitable for them. The
project seeks to increase understanding of conflict management efforts in
this region, facilitate dialogue between local and international NGOs, and
lay the foundation for developing problem-solving skills in communities
afflicted by conflict.
World Health Organization
WHO-AFRO, with the technical assistance of CMG, is
initiating a program in negotiation and conflict management skills to be
provided to governments and communities of the WHO-AFRO member
states. The focus of the workshops is to increase the capacity of
countries to form more effective regional partnerships and mobilize
resources for the health sector. CMG is also working in
collaboration with WHO's Department of Health in Sustainable Development
to write a book entitled, "Putting Health on the Global Agenda." This
program grows out of a four-year partnership between WHO and CMG and
builds on a series of 10 inter-country workshops conducted in Africa and
Asia.
FISCAL YEAR
1999
Burkina Faso
CMG was hired to design and
implement a program in October 1998 for the Médiateur du Faso, an
independent agency set up by law in Burkina Faso which is charged with
managing conflicts between citizens and the government administration. The
project aimed to provide mediator-specific training for the agency's
staff, and was conducted in partnership with the Canadian Centre for
International Studies and Cooperation (CECI).
Ghana
In the spring of
1998, CMG assisted the International Foundation for Election Systems
(IFES) in undertaking Project ECSELL, which is designed to strengthen
the capacities of civil society organizations and local government and to
increase the responsiveness of local government to citizens. concerns. CMG
helped IFES to prepare for a Collaborative Analytical Problem-Solving
(CAPS) workshop by developing a training manual and curriculum, and conducting
a train-the-trainers workshop. The training manual is a comprehensive guide in
joint problem solving, targeted specifically at the Ghanaian population.
In June 1999, CMG assisted IFES in designing and implementing a curriculum
development process for the last workshop in Project ECSELL, focused on
promoting effective civic-government
collaboration.
Guinée Conakry In cooperation with CECI and SLECG, CMG executed a
3-day workshop for teachers in Guinée Conakry at the beginning of May
1999. This work is a segment of a larger peace education program planned
for Guinean schools. The goals were to adapt materials to the needs of
students in the Guinean school system and to model an interactive pedagogy
of conflict management training for the teachers to consider employing in
their own peace education workshops. Following the 3-day workshop, CMG
facilitated a two-day curriculum development meeting whose purpose was to
outline the peace education program.
Organization
of African Unity
Conflict Management Group
and ACCORD of Durban, South Africa, in partnership with the Organisation
of African Unity, offered an operational skills training program for the
OAU's Mechanism for the Prevention, Management, and Resolution of
Conflict. The seminar took place from May 24-28, 1999, in Durban, South
Africa. The goal of this program was to assist the Mechanism, as well as
the Sub-Regional Organisations, in developing cutting-edge conflict
management and prevention systems by investing in three areas: individual
conflict management skills; institutional learning systems; and
operational methodology for preventive diplomacy. The workshop focused on
the application of particular theories and tools to conflict analysis,
negotiation of peace agreements and cease-fires, and maintenance of the
peace.
